Pool shower etiquette

I go swimming most days at the gym and I am appalled at how people are allowed to shower in the outside pool shower in their underpants while kids walk around and also utilise the facilities. Today I saw a guy shower in track suite pants?

There is surely a code of conduct that management should enforce?
