2 Months waiting, for a 'no waiting ' period

On the 17th of September 2013, I sent a water damaged cell phone in for an insurance claim/repair. The employee helping me, told me that it would take maximum 2 weeks for them to get back to me. 3 weeks had past, so I went in store to go follow up on the claim. they again contacted the insurance, turns out they needed paperwork proving the IME number of the phone. I faxed the proof through in the 2nd week of October and have gone in time and time again to find out what the feedback is. And all I get told is that the phone is still in for repairs. My first concern with the matter, is that Edgars advertises that there is NO WAITING PERIOD for water damaged phones, however 2 months later I am still without the phone. My second concern is the employees dealing with the claims, they have limited knowledge on how the process works. I have asked questions such as: what does the no waiting period apply to? Where is the repair centre situated? ect and they are unable to answer these questions. As a valid customer and an account holder, I am unhappy with the service regarding the cellular section.
