Robbed of my right to protect myself

1) On 10 January 2006 I surrendered a licensed pistol to the SAP, to buy a better pistol.
2) On 13 February 2008 my license appl. were received.
3) On 21 March 2009, a full year later the appl. registered.
4) On 12 June 2011, 2, 5 years later SAP issued a competency certificate to possess a firearm, but no license.
5) The SAP issued a letter dated 28 March 2011, Ref: 27/5/2/1 received in July where my reasons for wanting to posses a firearm are not good enough.
6) I submitted a appeal to the appeal board on 12 July 2011 & quoted 5 case numbers where I was a victim of house, business & car robberies/break-ins, pIus my home address is a known area of medium to high house break-ins and I travel extensively by road as part of my employment. In any sane persons eyes these are valid reasons to want to own a firearm.
7) I was given 7 phone numbers for the Appeals office, where no one ever answers and months later I got to Chris, whom confirmed that my appeal is there, but who knows how long it will take.
It is now 5 years after the received my appl. and 1, 5 years after I sent my appeal to own a firearm.
I want my license now!
Is it because I am white?
This is ridiculous!
