Credit not paid to custome

We built a house in Hermanus 14 years ago and did not reclaim our builders deposit of approx R750. When we sold the house and requested the return of the deposit we were told it had been paid years ago but since it was so long ago they could not supply any details of who received this payment despite advising that a cheque was probably issued, could not tell us who the cheque was made out to as their records do not go back that far. We therefore wrote off this amount but we have a rates bill showing a credit of R2051.70 due to us on 20/06/13 despite numerous phone calls and delays we were promised that this amount would be paid. The house being on both mine and my husbands names they even requested a letter from my husband granting permission for the amount to be paid into my bank account. To date still no refund has been paid.
