Sabc Tv Licence

I have been living outside of South Africa for the past 8 years. Recently I tried to buy a TV and was told I owe SABC more than R3000!!!

How so SABC? Did you sell my id number to someone else who does not have a paid up TV licence? How can anybody pay for a TV licence if they were not even in the country to start off? Or am I supposed to pay for a TV license to SABC if i am watching TV overseas?
