Failure to diliver

This is to complain about Engcobo municipality that cannot provide me with water for the event that I will have on the 21/09/2013. On the 10/09/2013 I phoned the ward canceller to request some water for the event that I will have at home. The reason why I asked this favour is because our home tanks are empty because of the absence of rains for the past five months or even more. The ward canceller promised me that water will be delivered at home soon. I saw that time is getting closer and no water have been delivered at home. Then today I phoned the ward canceller to remind her and she told me that from the meeting that was held it was indicated that water can only be provided for the funerals not any other event. The ward canceller gave me contact details of the guy who is a supervisor for the water trucks operators to confirm this, so I phoned the supervisor and he told me that there is only one water truck in operation that I think he does not have all the rights to send it for everything.
If it is true that I cannot be provided with water because I have got other event except funeral and that there is no means to transport water to my home that would be very unfair and selfish
