Cut for R2700 estimated Utility ignoring Lawyers

We were charged for estimated water and electricity for 2 months in advance according to our photos of the meter readings, Twice they refused to credit us and we had to pay R800 reconnection. Our Lawyer made arrangements to fix this but they even ignored him. So they are above the Law. R2700 per month for a RDP house's Electricity. Any one can call me we should make a Criminal Case against them.
