Refund not yet payed after weeks of claiming

Hello Peter,
I need your intervention here, A friend of mine got into a business transaction with Delmas Coal a few weeks ago when he ordered stock of coal from them to sell in the township that he stays at (Daveyton) since it is winter so that he can also make some profit and earn a living. He paid into their bank account an amount of R2850.00 and he was told to come and collect the goods. When he arrived with a truck to fetch his goods he was then told that he couldn't take the goods because his truch was not road worthy; fair enough he had to turn back and come back with another truck and when he went back the second time he was told that the guys that he brought to load his stock didn't have uniform. My friend then decided that he doesn't want to continue doing business with Delmas Coal and that he wants his money back. When I called Delmas Coal last week on the; I spoke to a lady by the name of Annet and told her who I was and what the story was. She didn't deny the client and she said that I needed to send her an email of which I did immediately after talking to her on the phone. I also kept on making follow up phone calls on this matter without success. Can you please help..
