SPCA REFUSING PUPPY'S

I phoned the SPCA a few weeks ago to fine out whether they would give my puppy's their shots and deworming and they confirmed that they will so today we sent our puppy's. When we got their the refused and said they are not doing it because they don't deal with breeders but I'm not a breeder I'm just a person with a dog that got pregnant and giving away the puppies to friends and family to ensure they go to a good home but before I send them on the way would like to ensure that they get their shots and deworming as they should get once they are six weeks. they were extremely rude and refused to help us. If they treat their clients like this how do they treat the animals?
