Where is Certification of Qualifications???

My brother has successfully completed the course "Computer Aided Plans and Drawings" through Intec and till this day he has not yet received his Certification of Qualifications, why's this? He's fresh out of school and he's trying to find a job, why is it that Intec is holding his qualifications hostage when his account is fully paid off and owes you nothing? Get your competent staff to attend to this query as soon as possible. Waiting months and months on end waiting to get a piece of paper from Intec has proven impossible and has caused him a lot of stress. This is highly unacceptable! I'm waiting to get some positive feedback from you.
