Incomplete work

I got a Pool builder to come and install a pool at my house and we agreed to a price. i asked him to commence with the installation and payed him as he went along to complete the pool. He needed to do some touch ups on the shallow end of the pool that he did but very poorly. he said he would come back and complete the repair. but it has been a month now and he says he is not coming back and i have payed him all his money out of good faith. I now have a incomplete pool that still needs some work done.
