VIN number required for a basic quote???

Can you believe this - I just wanted a quote for a replacement rim on my 2010 VW Kombi 2.0L TDi. I could give the spare parts person all the technical details of the model, but without having the VIN number he could not supply me with a quote for a rim. Is this possible??
Nothing against the person who was helping me, but is this VW's system?
