Shocking treatment for a disabled young adult

Shocking reality of South African Airway's poor service for those with disabilities... My brother, aged 23 is diagnosed with cerebral palsy, deaf, blind and with associated difficulties of challenging behaviour. He is unable to communicate and uses a wheelchair for transit. On the 26th December 2013, South African Airways refused for him to fly from Durban to London due to them 'unable to take responsibility'. He does not have underlying cardiac, respiratory or epilepsy needs, so the question still remains unanswered what was the reason when British airways were able to allow him to fly to London with superb assistance and met his every need with regard to his disability needs.

So I pose the question to SAA- please clarify the reasons for disallowing a young man with such disabilities on your airline.
Does SAA not abide by the human rights act? What about the disability discrimination act?
Is it not contradictory that Delta and BA can cater for such disability needs?
This incident has certainly raised concerns regarding South African airways protocols around disability access and discrimination.
Urgent review of the standards of conduct is certainly essential
