Can't get booking year in advance

We have tried for the past 2 years every month to make a booking with The Holiday Club at a resort called Xanadu. Every month it shows it is not available. This month I personally flew to the resort to inquire why it is listed with The Holiday Club but for 2 years cannot get a booking (anytime of the year). The lady at resort informed me that they do not own the 3 Units available and that I have to book with The Holiday Club. Day one. I phone The Holiday Club where the lady informed me they cannot make booking for me as the resort (Xanadu) has not sent them the available dates or 'opened' the booking to them. I go back to Xanadu - lady there states she can do nothing it is The Holiday Club who owns units. Day 2, 3 and 4 same story back and forth. The 7 I asked lady at Xanadu to phone Holiday Club. I spoke to guy named Gift who said he will send booking (if available) via email. Received email stating "sorry, no bookings it is fully booked". Really?? I am thinking The Holiday Club reserves this resort for their own friends and/or family. My daughter has begged me for 2 years to get booking there. Believe me for past 2 years EVERY MONTH it states 'no availability'
