Tablet SIM activation

We acquire tablets for our senior managers, activating them has been a problems as we keep on getting sent from one end to the other. We are always given a number to activate the new SIMs but its constantly engaged. If we lucky to get thru the call centre they say they are putting you thru to the activation number but it still cuts you and stays engaged. i took the effort of going to the Direct shop and they in turn give me another number to call which the consultant on the other end gives me stress about the number i called from. why do they have the direct shops if one still needs to call a number. i am very unimpressed and dissapointed in MTN for this as this means i can neither get assistance from both the cal centre or the direct shops.
