Price Disparity between stores for simswap

My Sim-card has stopped functioning today and i went to the Cell C store in tygervalley to find out what the problem was. After confirming it was simcard failure the assistant at the store then told me because I am under contract, control chat 150, the simswap will cost R150! Upon asking why, the assistant stated "because the simcard is under contract". I firstly find this ridiculous as I have never swapped phones nor ever even removed my simcard from the phone and the phone is not even two years old, Blackberry Curve 9300, so i expect this problem to be covered by the network.

I declined to do the simswap but on my way out i stopped past the Cell C customer service and repair center outlet located in tygervalley as well. I enquired about my simswap with an assistant there and the assistant told me that the simswap will cost R29, 95 irrespective of whether you are under contract or not. Please tell me why there is such a big difference in prices between two stores from exactly the same network in the same shopping center. I feel paying R150 is very near if you can receive the same service from a place in the same center for 1/5th of the price! What is the policy on this??
