Download speed still wrong, Telkom says I'm lying

We supposedly have a 1 meg line at home. When I use the telkom speed test website I get 0.56mbps as the result of the test when I am supposed to be getting at least 0.80mbps as the result. When we download torrents the highest speed we get is 0.44 Mbps even at night when the speed is supposed to go up because it is no longer peak hours. Up until the end of January we were getting up to 0.98Mbps. At the beginning of February our speed dropped by half. Telkom says they are not capping us or restricting our speed but that has got to be what they are doing if they can't find a problem on the line. Whenever I phone the call centre they tell me there is nothing wrong with the line. So either the technicians at the call centre have no f&&*(ing idea what they are doing or Telkom is restricting our downloads and f((*(*()_ing lying about it. Stop us and tell us the truth. You are making my home life as I share this internet with other people. This affects more than one person you!!! Sort if out or I will get lawyers involved. We are paying for a service we are not getting. We are getting 512 line speeds while paying for a 1meg line. You liars and!
