Unable to activate iMessage and Facetime

I recently ported to Telkom mobile (On pre-paid Sim-Sonke) and when trying to activate iMessage and Facetime on my iPhone 5 it keeps hanging at "Waiting for activation". Every time I try I get charged R1.50.

I tried restarting the phone, changing to and from apple ID's and calling the customer services. They told me to contact apple, whom said that the I have to ensure that I can receive international messages. The lady I spoke to (Her name eludes me) confirmed that I can receive international messages. So now I am left with nothing and have been debited for each time I tried to activate...
