Strugling witm adsl line???!!!

I complained once before about my line... I have a 4mb line and in the evenings im getting a 0.8 download which is merely a 4mb line. and as a result I will be going to the media with this complaint. I can understand a server crashing or a line problem but this has been going on for weeks.
