No to nothing service since "upgrade"

Ever since the Telkom line upgrade our line has only gotten worse going from 4 to 10mb after 2 weeks of calls they told me my line cannot handle 10mb. Fair enough but why do a upgrade my line can't handle? Since I asked for the line to be downgraded the line did feel a little bit better but after about half a week the line went back to how it was. After about another week the line got so bad that during the day and when it rains I could barely use the internet. A month passed so did about 10 - calls and after sending 4 technicians after I told them I tested the router/isp/cables and made sure everything was right here one technician narrowed down the problem to it being the line between the exchange and my house. Ever since then the telephone and internet line went down completely and another 3 calls were placed I am still sitting with no internet and land line. I messaged telkom and they said someone will be here in about 2 days, 2 days passed and no one showed up I then called them and had the same thing said to me. The line is still not working and after 2 months of poor to NO service telkom has not even tried to fix the line. Please help.
