Bad Business ethics

I have a 2mb/s standard connection from Openweb. Since November the speed drops to slower than my vintage dailup connection was. Furthermore they are aggresively shaping to such an extent that during the day you cannot even browse local sites. Downloads and torrents are NOT possible 24 hours a day, 7days a week. On complaining I was calmly told via e-mail I must upgrade my account. I deduce that they are deliberately aggressively shaping existing customers to force them to upgrade (At a higher cost).
