Incorrect Billing and Cell C Gives a!!

My husband went to Zim on the 07 Jan, got back on 10 Jan. Now when I called them to activate the roaming I was advised that the roaming billing and hes normal monthly billing are going to be seperate because they will only get the roaming bill in 3 months time. Last week Monday, 13.01.2014, my husbands phone was barred (he cannot make or receive calls). I've been calling and have numerous ref number but no one has called me back. i eventually call them today and ask them to send at least get the line unbarred so he can receive calls and they tell me they cannot because there is a high usage. I understand they need to suspend the line to we don't use it, but why barr it so we cannot receive calls? No one has been able to assist me. Now this amount they are quering is only due in Feb. The rate for data was R1.50, I am being charged R150 which is why the bill is so high but CellC can't do anything till the account is paid. It does not make sense that the phone was just RD instead of just suspended. It seems that CellC is going bankrupt and are making excuses to get money. You cann see that the billing is incorrect but they still cannot assist me.
I need urgent help!!!
