Download speed non-existent for most of the day

According to Telkom we have a 2meg line. When we download on peer to peer services however we are lucky if we get 30kB/s during the day. We usually only get between 0.9 and 5kB/s and we are paying a lot of money for 160kB/s. The discrepancy is unacceptable and I expect Telkom to look into this and fix it. This problem has been going on since November 2013 and I have been complaining about it steadily since then. Either Telkom is blocking the peer to peer services or there is congestion at the exchange. We only get the speeds we are paying for sometime after midnight and at about 7 in the morning the speed drops as though somebody has turned off a tap. There must be something that can be done. We are paying for a specific service that we are not getting and no matter how much I complain all I get is incompetence and excuses. Also, if we want to get new filters where do we do that as the Telkom branch in our town has closed. Telkom must be blocking the peer to peer services as the other internet services work just fine. We were not informed that this would happen. If Telkom would fix the problem there would be no need to download all day. We could be done in a few hours. Fix it.
