ADSL line speed

I have a 4MB ADSL line with Telkom. I am yet to get those speeds Telkom sent a email to say that they will be upgrading the lines if you have a 2mb line you will be upgraded to a 4mb line, If you have a 4mb line you will be upgraded to a 10MB line. I pay for a for a 4mb line I think I was upgraded to a 10MB line but I don't get 4. I have reported this to Telkom a few times REF No 814ctk051213, 471ctk030713, 584ctk081113, 1137ctk181113 and 449ctk101213 my ping is very high today my ping is 1200ms I like to play games online but cant because my ping is to high but a day or 2 after reporting it to Telkom I get a sms to say that they have sorted the problem out they have not. My neighbour who is also with Telkom does not have this problem I don't understand why. It gets worse every December because Telkom runs promotions over that time and there exchange can not Handel the traffic. I have just phoned them again.
