No Capacity on local Exchange

We've lived in the Boskruin area for 4 years now. Since we have been in the complex we have applied for a Telkom line every 6 months, as has everyone in our complex. No one in our complex has a Telkom line, as we have all been told there is no capacity on the local exchange. A new complex of an additional 30 units has been built across the road. Telkom does not seem to be interested in the business. 55 Units that cannot use Telkom, and the best reason given is that there is no capacity on the local exchange, and no intention to provide the capacity.
