Recharge vouche

I have purchased a recharge voucher for R29 but I could not load the voucher onto my phone. I called the customer care and was told that the voucher had an invalid pin number. I was told to fax the voucher to their technical department on 0860082082. A number that you cannot get through to. Is this money lost.
