Sim Swop done fraudulantly

On the 20 November 2013 my cell number had been sim swapped illegally without my knowledge. The very same night my bank account was hacked. We have brought this to Vodacom customer cares notice the above matter to which they have supplied me with a SR reference number (A1-0898-3WI2KS). I was told that they would respond to me within 24 hours. To date I have received no correspondence from Vodacom. I would like to know who gave them the authority to sim swop my number as they have not been furnished with proper identification details. Vodacom has recklessly given my number to someone else and I would appreciate it if they can look into this matter urgently.
