Billed someone else's cellphone from my bank acc

I recently changed my personal banking details on "My Vodacom" profile on Vodacoms's website, this month my account payment went of my old bank account as I was invoiced for, which is totally correct. But there also went a Vodacom payment of my new bank account for a different Vodacom account (I1373353) which is not my own and for which I haven't been invoiced. I phoned Vodacom, eventually got to someone who argued that its impossible to change ones account details on your Vodacom profile, he confirmed that the payment belongs to a different Vodacom account holder but that I must prove (by sending my account statement, affidavit, ext) that it is my bank account and that it will take 7 to 14 days for an investigation and only thereafter will I be refunded.

My issue is:
1. Why should I send proof of my bank account/statement and go through all the troubles of an affidavit (waste of time and costs charged) if Vodacom allow me to change my account details securely from their website?

2. It is unacceptible to let me wait 7 to 14 days to be reimbursed for something that wasn't my mistake when I urgently need the money.
