What gives them the Right

I have am employee from Telkom that has been transferred from Bloemfontein to Pretoria, Centurion. She was looking for accommodation for herself and her young son. I gave her accommodation and explained about payment etc. She booked in by me on the 2nd November 2013. On the Monday she gave the invoice in for payment. She and her son are have since decided to lengthen the stay from a month to two and also has requested dinner at night. Every time I am made promises about payment from the Bloemfontein branch. Today I get told after being promised to be paid before the 25th of the Month, the person responsible will only be back in the office on Monday. According to the LAW accommodation is supposed to be paid in advance. Any other guest house or Hotel would not accept being treated this way and would have told the guests to vacate the room. Have they no respect for their own staff???
