Sim not activated for 5months

I purchased an IPHONE 4 through Vodacom direct and a sim card was sent to me and its still not activated, I received a call from Vodacom to take my phone to the manager in Canal walk who gave me a new sim card (swim swop). I have been waiting for a call and Vodacom has been billing me R269 since but sim still not activated, its a lot of money not to get something back. PLEASE KINDLY INVESTIGATE THE SIM CARD AND ACTIVATE IT
IM SO ANGRY .
I went to Vodacom again in Canal Walk and dealt with Deinrich (Consultant) and I had hopes that he will have my sim activated I have lost R1345 to Vodacom
Kindly cancel the contract and refund my money.
