Refusal to Refund me

So my phone saga with Vodacom and now recently Cellucity still continues. After realizing that they billed me for a phone they couldn't fix in the beginning. Vodacom instructed me to hand in the phone at Cellucity. I did this and was then told I will be refunded the money that I paid for the phone, I received a call saying that I will be paid within 48 hours, it has now been 72 hours. I provided my banking details etc, now I call back to enquire and I get transferred to a consultant who unprofessionally and smugly tells me they are 14 staff members- so now I guess I should have memorized the person's name etc, maybe because I'm not as busy as they are. What am I to do now? I have a phone (actually the phone is still in Vodacom/Cellucity's custody) that I can not use, Vodacom/Cellucity currently have the phone and my money and I guess I lose out. Why? Because I failed to remember the person's name on the phone?
