ADSL speed slow 80% of the time

Since the beginning of the month our dsl speed has been dreadful 80% of the time. If we try to download during the day we don't even get up to 50kBs. We only get full speed at night from about 11 o'clock until (if we are really lucky) 08:00 in the morning at which time our speed drops to almost nothing again. It even affects the speed at which websites open from time to time. We are paying for a 1meg line which means we should and have in the past gotten at least 75bB/s and even up to 104kB/s. We don't even get 1kB/s for most of the day. I don't download a lot during the day if I can help it as I know it clogs the network and can cause problems for businesses but I expect that at least by 6 o'clock at night that the speed will pick up. There must be a problem with the line or congestion at the exchange. Something is wrong and every time I call the help line I get told there is nothing is wrong and I get threatened by an unnecessary callout fee. This problem has been going on since the beginning of the month. I was also under the impression that as of the 1st of November we would be upgraded to a 2meg line. When is that happening. Is there some sort of timeline we are unaware of.
