Incorrect Billing

In September 2013 I was billed incorrectly on my cell phone contract, when I enquired they assured me they will refund/credit my account but it never happened. Now my account has been suspended because I didn't pay for October. How can I pay whereas they haven't refunded/credit my account as promised?
