Unfair Billing

I applied for a cell phone contract on 20/09/13 at a Dbn 8-ta branch. This was processed within 24 hrs and I received my handset & was ported to the Telkom network on the 21/09/13. The contract was advertised at R369 pm (incl of 100 minutes and 5 gig data) I was advised that the subscription would be pro rated for the month of September. Upon receiving my invoice I discovered I was liable to pay R673.00. as opposed to 369 September pro rata of R123 (369 x 10/30) - a total of R492.00
Since October 1st I have been going back & forth with incompetent call centre operators who have not been able to assist me. I was initially told that I'd been billed in error for the connection fee of R200 but would be credited. Eventually I was told that the subscription of R369 was made up of a device fee of R270 R99 for the minutes of which I was only pro rated on the R99 & NOT on the R270.
Now please explain why I should be paying the full amount on the device fee when I did not have the device for the entire month!!! Yet I could have been given 100 minutes &been billed for this in full which would have been fair as compared to being charged for a complete month for a device I DID NOT HAVE!
