Waiting for line to be moved

I recently moved into a new place in the CBD of Rustenburg the 31st of October 2013. I requested my telephone and adsl to be moved three weeks prior to the move to ensure it being connected when I move into the new place and have handed the keys over for the old residence. I received an sms stating everything has been arranged for the 25th and they will move the line as per the request. Regardless to say, that never happened and when I phoned to ask if there were any issues they said everything is still in order. I went to the local branch the 2nd of November to ask why nothing is happening and then I got a response from them stating there is no infrastructure in the new house all of a sudden, 5 minutes later the story changed to "the infrastructure is available for telephone lines but the ADSL has been 'used up' in the area! " I find this to be unacceptable as I am currently losing money with my lines not being connected as I conduct some of my work at home as well.
