48 hours and still no service

My daughters cell was removed from her bag on 29/10/2013 - a form was being emailed to us - twice - for completion to blacklist her number/phone, 24 hours later no form - we found the box and provided Vodacom with the imei number, we were promised that the ITC number would be sms'd to us within 24 hours - and guess what - 24 hours later and another phone call and the number/phone has not been blacklisted yet!!! Do we wait another 24 hours, only for nothing to have been done!!! We can't report the to the police until we receive this number, my daughter starts her matric finals tomorrow, and she has no phone/sim card!!! Really Vodacom, is it difficult to blacklist a phone and provide an ITC number!!! Or are your staff not equipped to deal with their responsibilities?
