Outgoing calls are barred - again

Towards the end of last month, I tried to make a call but was not successful. The error "ougoing calls have been barred". After spending a lot of time to clear it up, I was told that it resulted because payment was not received since my credit card had expired. The person who answered my call, then changed the date when the card will expire to November 2015. A day later, I was able to make calls again. Guess what happened now! Same thing! How many times must a person the call to get their admin sorted?
