EM deduct money, never received the cell phone

Long story short, waited for my phone then, was never informed to have id copy etc needed to receive the phone. Then got the paper work, waited, they never pitched after I phoned their call center and was promised the phone will be delivered the next day. At least the gentleman that helped me, was friendly etc and explain the issue about ID etc. Then I waited no delivery, arranged for family member to be at my home to receive the phone will all the necessary letters, copies of Id etc. After a few days phoned, agent not very friendly said no one was at home, so they cancelled the contract. Now I'm receiving notices of deductions from EM - XXXXXX, ref number not shown (to protect myself). This was the same ref number given to me when I ordered. Since the services is connected with the phone I never received, and being part of the package, why must I pay for services that I cannot use. The big problem is to get my money back and stop them from deducting the fees.
