Faulty line still not fixed

Shortly after the line was reinstalled, it was noticed that the line was only syncing at 2Meg, which I had asked be bumped to 4Meg. Anyways while at 2Meg the telephone line was working perfectly and the adsl was syncing at 2048kbps downstream and 512kbps.

After a query with telkom as to why my line was not upgraded it was said that there was not enough cable at the exchange to service my upgrade but technicians were going to install new wires. So a few days later the line starts going haywire... telephone doesnt work, adsl disconnects all the time so i reported a fault... i received a call a few days later saying the issue should be resolved but it was not. I was then told that the interuptions were due to telkom upgrading the line but they have completed it now... fair enough. Now my telephone line STILL does not work (analogue) and the dsl sync's at 4096kbps downstream and 289 upstream. The downstream is what i wanted but what on earth must i do with 289kbps upload??? i can barely skype on that. I lodged another fault, and later told again its been fixed yet its still broken. Do you guys even know what you doing?
