Sim card not activated after 6 weeks

I bought a new sim card from vodacom after my account got de-activated. I had to pay R105 for this sim card, filed in all the relevant documentations and was told it will activate in 7-14 days. After 14 days i went into vodacom GAlleria and asked why it is still not activated. The informed me it takes 7-14 WORKING days. It is now 6 wekkes later and the sim is still not activated. The same situation happened when my husband re-activated his contract. and it took us a lot of running up and down from pillar to post to get it sorted. When will this be sorted??
