Adsl more down than up

When we first got the line it was a 4 mb. after a few months we had a few intermittent drops. which became more frequent. the solution was to drop the line speed to 2 mb. that worked fine for about a year then the drops started again. the solution drop your line speed to 1 mb. which we did. now my adsl is more down than up. again the solution is to drop the line speed to 512.
it's unacceptable.
find out why my line is detertorating.
almost 6 years and all I've done is go downhill with worse and worse service.
I have so much noise on the line I can't even make a phone call because I can barely hear over the crackles hisses and squeaks.
technical have come out and said nothing wrong with the line. so how do you explain the deterioration in my service?
is my line overloaded?
