Poor Service delivery

For more than 3 year now, Telkom has been constantly rejecting ADSL service in my area apparently due to high cable in my area. Well they kept on telling me to try on applying which I have been doing and getting one and the same response. The cable might have been an issue around my area however in time of my request (3years ago and even today) I was convinced that Telkom was wrong. For one reason, the complex I live in is new (or should I say was) and there have been no Telkom infrastructure to it before. Yes may agree with them cable were used to be back then because there were few houses around using telkom cables then but not now. We have 3 complex in the same street!! Telkom consultants just use there system to check availability in my area and just say "OH NO, YOUR AREA HAS HIGH CABLE! WE CAN'T DO IT" REALLY!!?? when the last time they checked the area?
