Bad service and billing for services not utilised

In the beginning of June 2013 I upgraded my contract with Altech autopage. I informed them that my sim was damaged and that i would require a new sim card. I recieved the phone and sim, no proble. Upon recieving this i phoned them and was informed that I need to go and RICA my sim, then phone them and they will do a sim swop for me. I did this immediately. I phoned them back and informed that the RICA was done. for 3 weeks I struggled to get the swim swop done, every second day I telephoned, and everytime I was told its pending. In this time I could not use the contract or the free minutes at all. After fighting for 3 weeks I informed them I wish to cancell the upgrade and cancell the contract. I send the phone back to them. I kept following up to ensure they recieved the phone back. When I was told (3 weeks ago) that they had the phone, I again told them to ensure they cancell my contract. Up to date this has not been done, and they are charging me the full amount for a contract i have not been able to utilise. So infact they were in breach of contract, and they steeling from me.
