Samsung PABX from NEOTEL can't delive

My company is a growing company with staff working at various locations. I approached Neotel, which presented the Samsung PABX [URL Removed] to me as the solution that will unify my communication requirements via VOIP.
They had to implement the solution on 22 May -- we are now almost a month later and Neotel and Samsung cannot deliver on what they offered and claim that there was a communication problem between them. We met, I re-explained, but still they cannot provide me with a proper VOIP solution.
They expect that I must be happy with a call-back solution they call Mobex where my call costs are doubled up - my old Analogue PABX can do that as well.
In essence, I have no communication; they do not come back and resolve the issue - assume they do not know how to.
Furthermore - These people implement an analogue conferencing facility with a VOIP solution - on their marketing they offer a solution like Microsoft Lync, to customers [URL Removed]
They are misrepresenting what they can offer and believe that this must be made known.
