MTN Billing issue 3 month Battle

On MTN statement it states that international dialling needs to be activated with written consent.
In March i received an account for international dialling to the value of approx R13000.00. This matter has been "under investigation" for the last 3 months. I have been pushed from pillar to post repeatedly regarding this matter with no success.
In the past i have activated international roaming, MTN consultants have been dealing me international roaming and international dialling are the same thing. I have contacted other cell phone service providers to see if this is true and they have told me international dialling and international roaming are 2 different things completely and need to be activated separately, Yesterday i was at MTN head office on 14th Avenue and one of the service centre consultants i have dealt with told me international dialling and international roaming are 2 different things.
So after hearing this information i hereby request that MTN credit me for my international dialling charges as i have never activated this service and to date they have not been able to provide me with any recordings or signed documentation regarding int dialling.
