Telkom says no ADSL provision for my complex

Hi, I placed an order for a telkom and ADSL line. There is a box outside the complex and provisional pipes laid inside the complex, but Telkom won't install the line to my unit because they say there is not enough demand to actually lay the lines from the box into the complex. Surely this is the sole responsibility of Telkom to pull the lines through from the box into the complex so individual units can apply for installation. What good is the box outside the complex if it's not servicing anyone.
