Telkom do not deliver on contract responsibility

I signed a contract for a 2048MB line with 10 GB data. Monthly I pay on time. Account never in arrears for past 10 years, Telkom can prove me wrong if they can. They cannot deliver on the speed of the line it is so slow it takes me back to the stone age of dial-up modems with that ugly sound while dialing. Due to the slow speed of the line all downloads reach a time out status, due to the slow receiving of data caused by the line speed. I lost over 1GB data due to the disconnection of download on 80% or less status. Called Telkom and all I get is nothing is wrong with the line. Do the same download with 8ta and download complete in minutes.
If Telkom cannot supply me with the 2048MB line speed 100% of 99 times I connect then surely I do not have to pay for the slower speed line that is equal to the dial-up speed I currently receive. My point is I do the caped bundle to receive the speed, not to sponsor someone else speed on internet.
I would like a 70% refund on my internet line fees from the contract start date due to all the inconvenience!
