Congested exchange - 1200 local latency

For nearly the past month my uncapped adsl latency has been abnormally high. I did log the problem at my ISP (Web Africa ) - the problem is definitely not on their side. Web-Africa were kind enough to log the problem at Telkom on my behalf (1AWK150513).

A Telkom technician came to investigate the fault and said he suspected that our exchange is congested. He would conduct some further test and report his findings to me (never heard from him again). Nevertheless, his suspicions of a congested exchange seemed viable and explanatory.

The fault was re-logged at Telkom on 19 May 2013 (17AWK190513). I haven't had any feedback to date.

If in fact our exchange is congested, then how does Telkom allow this to happen? How can you sell a service before you have the infrastructure to support it? Judging by the periodic increases in my latency over the past month, it would seem that the already congested exchange is still gaining new subscribers. Now everyone using this exchange is paying for a crippled service.

Can I assume that Telkom will promptly address this problem so that they can continue delivering the good service I (and everyone at my exchange) initially subscribed to?
