Intermittent service continues

I have literally spent HOURS to Telkom over the last 2 months trying to get someone to help me, the staff have been friendly on the call centres, yet unable to help. I'm on a 10mb uncapped connection, in the mornings it runs @ 10mb perfectly, by midday it has halved, with minor spikes on the connection, and by the afternoon the connection is spiking constantly, maxing at around 450k, by the time I get home @ 6pm, I get around 60k/160k, and I am unable to even watch youtube at 360p quality with the limited bandwidth and spiking, whereas I can watch x2 high def streams in the morning.

I was on another ISP prior, and never had an issue with the connection speeds, and when the connection with Telkom fluctuated and diminished to the extent that I could not use it in the evenings, I used an Afrihost account, and it was FLAWLESS, and then I used an Openweb test account and it was also perfect, so it doesn't seem like the exchange is overloaded, or there is an issue with the contention ratio, it's definitely limited to TELKOM DATA. I am currently saving graphs and fluctuation of speeds every day now to prove the issue, but the connection is quite frankly useless to me
