Lack of delivery and response

I ordered a new phone on contract on 26 April and delivery was promised early this week. I logged a query on the website, phoned the call centre 3 times and called the original contact through whom I placed the order and all anyone can tell me is that they don't know exactly where the device is and their courier company UTI seems to not be answering calls. Totally dissatisfied and unimpressed, no-one takes responsibility and no-one able to assist me.
